Dow Announces Investment in North America Ethyleneamine Assets
Additional Capacity and Enhanced Product Mix Control Available in 2Q’07

Midland, MI - May 23, 2006

The Dow Chemical Company today announced that its wholly owned subsidiary, Union Carbide Corporation, will invest in new ethyleneamine capacity that will significantly advance Dow’s ability to meet market demand for the two, largest volume ethyleneamine homologues globally and in North America – ethylenediamine (EDA) and diethylenetriamine (DETA).

Union Carbide will expand its existing reductive amination ethyleneamine unit at St. Charles Operations in Hahnville, La., and implement propriety amination technology in a new facility that will produce primarily DETA. The new facility and expansion are expected to be complete in mid-2007 and will provide Dow with a step-change improvement in product mix flexibility and selectivity for EDA and DETA.

“This investment underscores our commitment to invest in our performance businesses,” says Pam Butcher, vice president, Specialty Chemicals. “As the leading global supplier of ethyleneamines, it is critical that we continue to invest in this business to enable us to grow with our key customers.”

“This new investment builds upon our strong vertical integration in the ethylene oxide chain, as well as our ethyleneamine reductive amination technology platform,” says Kevin Dillan, global business director, Dow Amines. “When this project is complete, we will be a full-line, global ethyleneamines supplier with unprecedented ability to respond to market-driven growth opportunities on the major volume products.”

Dow is a leading global supplier of ethyleneamine products and custom blends, and is a major consumer of EDA and DETA in downstream businesses. Key applications for Dow Ethyleneamines include chelants, mancozeb fungicides, paper wet strength resins, textile softeners, polyamides, asphalt additives, oil additives, corrosion inhibitors, bleach activators, household products, chemical processing, and pharmaceuticals. Dow ethyleneamines are produced in Hahnville, La., and Terneuzen, The Netherlands.
