CLH proposal submitted for Phenoxyethanol

In June 2018, the European Chemicals Agency (ECHA) announced that the UK submitted a new proposal for a harmonized classification and labeling (CLH) of 2-Phenoxyethanol according to CLP Regulation (EC) 1272/2008 on classification, labelling and packaging of substances and mixtures.

Contrary to the initial proposal notified by the UK to ECHA in January 2017, the CLH dossier now contains two new proposals: inclusion of “Specific Target Organ Toxicity - Single Exposure May cause respiratory irritation” (STOT SE3) and Eye Damage 1 (replacing the current Eye Irritation 2). None of the effects seen to conclude on these endpoints are particularly strongly demonstrated. Dow Microbial Control will address these points during the upcoming public consultation of the CLH proposal.

Phenoxyethanol has recently been recommended for approval under BPR for Product Types (PT) 1 (Human hygiene), 2 (Disinfectants and algaecides not intended for direct application to humans or animals) and 4 (Food and feed area) by the Biocidal Products Committee (BPC).
