Letter from the Site Leader — Charles Jackson
Dear Friends,

I am delighted to report that 2006 was another good year for Texas City Operations. This year we celebrated our 65th Anniversary. We had a great deal to celebrate, the most important in the area of safety. Our site again received the Vice President’s Award for safety. This is the highest performance recognition that can be achieved within Dow. This accomplishment was the result of the commitment of employees to the Vision of Zero injuries and process safety incidents.
We continue to pursue growth opportunities at Texas City Operations. We have planted seeds last year that we believe will result in the expansion of new business at our site. I hope this time next year I will be able to tell you in greater detail about our growth and expansion opportunities. We have seen additional new jobs at TCO another indication of our commitment and progress to growth. In 2006, we added ten new full-time positions another indication of our site’s growth.
Our commitment to contribute to community success continues. Employees continue to volunteer and support many local organizations. We continue to give generously to the United Way, local schools and colleges and our Community Grant Program was able to fund twelve non-profit projects that will enhance and meet important needs in our community. Our employees took an active part in a School Supply Drive, providing toys for local children at Christmas and cleaning the Texas City Dike.
We hope that you will view this Public Report and see the accomplishment and contributions made last year. Texas City Operations continues to work toward being a good corporate neighbor in this community.
