Community Advisory Panel (CAP) Overview
Dow began the Community Advisory Panel (CAP) program with the goal of building trust, cooperation and mutual respect between Dow and the communities where we live and work.
A Community Advisory Panel is a citizen group formed to facilitate and enhance consistent communication between local citizens and chemical plants. Originally a part of the Chemical Manufacturers Association's Responsible Care® Program, the CAP provides a bridge for the public to voice concerns and questions, and gives chemical facilities an opportunity to address those issues.

Texas City Operations went from a joint CAP to a Texas City Operations only CAP in 2001. The CAP is a diverse group from Texas City and La Marque, near-neighbors who discuss topics such as EH&S milestones and site business decisions.
