Community Advisory Panel

Dow began the Community Advisory Panel (CAP) program with the goal of building trust, cooperation and mutual respect between Dow and the communities where our employees live and work.

A CAP is a citizen group formed to facilitate and enhance consistent communication between local citizens and the leadership of chemical plants. Originally a part of the Chemical Manufacturers Association's Responsible Care Program, CAPs provide a bridge for the public to voice concerns and questions, and give leaders of chemical facilities an opportunity to address those issues.

The community members on the panel represent a cross section of the Brazosport area in terms of cultural diversity, age, education and employment. Educators, clergy, business owners, government employees, community volunteers, and students from throughout southern Brazoria County serve on the panel.

The idea is to build trust, cooperation and mutual respect between chemical companies and the communities where they reside. Today there are more than 300 CAPs worldwide. The Dow CAP is one of four in southern Brazoria County.

The Texas Operations CAP recently concluded its 14th year of operation. The panel consisted of 16 community members, representatives from Dow's management team and a facilitator.

The CAP meets monthly from September through May. Other meetings may also be requested by CAP membership or Dow to discuss topics that might emerge in non-scheduled months. Email and telephone calls are also employed to keep the CAP abreast on topics of interest between regularly scheduled meetings.

In addition to other questions/issues the CAP raised throughout the year, the following were discussed at 2005 CAP meetings:

  • March 2005 – Slaughter Road Remediation Project
  • April 2005 – Security at Dow Texas Operations
  • May 2005 – Tour of site's Emergency Communications Center, Raw Materials Center
  • September 2005 – Texas Operations Competitive Position
  • October 2005 – Dow's TRI Data Review
  • November 2005 – Dow's Marine/Terminal Operations

The CAP also attempts to reach the public with information through a variety of methods. Summaries of the meeting topics are kept on file at the Freeport Library. Joint meetings with other CAPs have become an annual tradition.

The panel strives to continue to stay focused and current with the issues important to the community. The CAP agenda routinely provides time for discussion of topics relative to "Dow in the News" and round-table discussion of items brought forth by the membership.

“I believe that the CAP has brought me great value over my years of service,” said CAP member Grace Walkes. “It provides me with a greater insight on what the plant produces and how Dow values the community’s concerns and interests. More importantly, it has helped me to communicate when needed to those in the community who may have questions surrounding Dow.”
