Number of Incidents
The Dow Sarnia Site had seven Government Reportable incidents in 2004. Five of them were Program 3’s at our Low Density Polyethylene unit. Program 3’s are emergency vents of ethylene as a safety precaution and are permitted under the unit’s Certificate of Approval. One was a Propylene Oxide (PO) release from our Propylene Oxide Derivatives unit which occurred due to the failure of two rupture discs on the PO purification bed. The other was a MISA exceedance of 1,1,2 Trichloroethane from our Biox unit. This was caused as a result of the site having to process more water than normal during the month of March, 2004. There have been no spills to the River since 1998.

Fines and Penalties
Dow has had two fines since 1994. The fine in 1995 resulted from a conviction related to a discharge of chlorine gas in 1991. The fine in 2001 related to a discharge of butyl acrylate and styrene, and involved a settlement of $250,000 and a 25 percent surcharge. (Figures are in Canadian dollars)
