Fines and Penalties
Values are in Canadian dollars. The amount paid in 1996 related to two releases of chlorofluorocarbons and included a fine of $150,000, an amount of $75,000 paid into a trust administered by the University of Alberta Faculty of Engineering for projects related to the environment, and another $75,000 paid into a trust administered by the Environmental Law Centre for the development of a community monitoring program. The amount paid in 1999 related to a contravention of approval by discharging effluent that did not comply with contaminant parameters specified in the approval. Since 1999, the Fort Saskatchewan site has not received any fines or penalties. |

Number of Community Complaints — Top Categories
Dow's community complaint themes continue to revolve around environmental issues. In 2003, Dow received a total of 11 external complaints. Of these, seven complaints resulted from the flaring that occurred during the two power outages the site experienced in the first two weeks of December 2003.

Dow's community awareness and emergency response leadership and responsibility
As part of our commitment to Responsible Care®, Dow actively communicates with the local community and our near neighbours to share information about our operations and activities and to gather feedback from our closest stakeholders.
In March 2003, Dow implemented the Northeast Region Community Awareness and Emergency Response (NR CAER) Association's new community notification system. Designed by Telus with guidance by NR CAER and Dow, this new system was developed in response to community expectations about public access to information regarding Fort Saskatchewan area industrial operations. This system manages and distributes community notification from a one-information point perspective. It features an enhanced call-in system that provides residents with information on all industry operations in the region, and a web-based automated call-out system that informs residents of higher visibility incidents.
Dow is an active member of NR CAER and participates fully in all of its mutual aid activities. As a NR CAER member, Dow has highly-trained personnel and equipment ready and comprehensive emergency response plans in place to respond immediately to an incident on our site, or to provide assistance to other industries or municipalities should a major incident occur.
Dow regularly communicates with its near neighbour group via the local media, letters and information cards. As well, in 2003, Dow personnel spoke with its near neighbours during door-to-door visits aimed at collecting resident feedback and updating Dow's contact lists.
The Dow Community Advisory Panel (CAP) facilitates two-way dialogue between site management and local residents by providing Dow with proactive feedback on a wide variety of topics. During the CAP's five annual meetings, Dow provides these community representatives with information on site operations and activities and topics that are top-of-mind in the community through presentations from both Dow and external guests.
Dow is also an active member of the City of Fort Saskatchewan's Chamber of Commerce, which provides Dow with an excellent forum for sharing information, soliciting feedback and building relationships with the local government and area businesses. The Chamber's monthly meetings provide a good opportunity for Dow to share information and discuss community issues and concerns with a group of key local decision-makers.
These are just some of the ways Dow strives to be transparent, accessible and accountable to the residents of Fort Saskatchewan and area. It is Dow's hope that through these efforts to promote open and candid communication, residents will learn more about our operations and activities and how Dow contributes to an enhanced quality of life.
