Letter from the Site Leader — Wayne Turner

As we look back on Houston Operations performance for 2003, it was an outstanding year for the site. Our top priority continues to be Environmental, Health, and Safety performance. We met or exceeded our goals in many areas, including a significant reduction in recordable releases. The Deer Park-Hampshire site operated the entire year without an injury. To recognize this significant achievement the site was given the Dow President’s Award. This award demonstrates the commitment our employees have to operating safely. In addition, the site has been selected for the Excellence in Caring for Texas Award, which signifies that the site is the best in the State in its category based on size. The LaPorte site was once again awarded the OSHA Star Site designation in 2003.

Our site continues to show we are committed partners in the community. Our employees conducted an enthusiastic United Way Campaign. Even during these difficult economic times our employees pledged over $25,000 and with our corporate gift the total donation to the United Way Campaign was over $40,000. In addition, our employees continue to dedicate time to the community as volunteers and tutors in local schools. Many of our employees continue to contribute through service on local Chamber of Commerce and Educational Foundation Boards.

Thank you for reviewing this information regarding Dow Chemical's Houston Operations. We believe that you will find it demonstrates our support for our local communities.
