Interim Response Work Plan for Freeland Festival Park

Background
The Interim Response Activities (IRAs) outlined in this document addresses the initial work to be taken in Freeland Festival Park in Tittabawassee Township, Saginaw County, and is based on studies performed by, or for, the Michigan Department of Environmental Quality (MDEQ). The actions outlined in this document were developed, and will be implemented, in cooperation with the MDEQ and park officials.

The Park
Freeland Festival Park encompasses about 12 acres, including approximately 980 feet of river frontage. The park includes play areas, a fishing dock, picnic pavilions, a paved walkway and an unimproved foot trail along a ridge approximately 15' above the riverbank. Another foot trail exists at the southeastern end of the park and provides access to a sandy riverbank. With the exception of this southernmost area, the banks of the river are relatively steep and heavily vegetated.

The westernmost section of the park contains a large undeveloped forested area.

IRA Plans
The following actions are planned:

  • Hand Wash Stations were installed to reduce the potential for exposure;
  • Park entrance signs explaining the presence of dioxins;
  • Installing a stonewall along the riverbank to prevent access except at selected locations;
  • Replace an existing walking trail along the riverbank with a two-tier deck to allow boat and canoe access both during normal and high-water conditions. The deck will be handicap accessible, and a stone breakwall will be installed in the river at the upstream edge to prevent damage to the deck from ice flows;
  • Grassy areas with spotty vegetative cover will receive topsoil and ground cover vegetation to eliminate exposed soil.

Dow and parks officials received permit approval for an improvement project at Freeland Festival Park, which will also minimize potential exposure to dioxins and furans. The work is part of the corrective action process by Dow.

A stone wall that directs park guests to a two-tiered walking platform are the main improvements planned for Freeland Festival Park. A natural stone wall, to be built along the riverbank will limit access to exposed soils and encourage users to travel along a wood walkway. The new, two-tiered walking platform will be handicap accessible, will provide two access points for fishing and offers more space for viewing the river.
