Dow Chemical Becomes First in Jiangsu Province To be Awarded "Green Light Channel" Status Zhangjiagang, China - October 28, 2004 Dow Chemical has become the first company in Jiangsu province, China, to receive a fully qualified Green Light Channel status, following stringent reviews and subsequent approvals from the Zhangjiagang Customs. A Memorandum of Understanding between the Zhangjiagang Customs and Dow was recently signed by Gu Hongsuo, Chief of the Zhangjiagang Customs and Jim McIlvenny, President of Dow Greater China. Sheng Zhangsheng, Deputy Chief of the Nanjing Customs, Cao Fulong, Party Secretary of the Zhangjiagang City Government, together with Qin Jingan and Xu Yuanhua, Vice Mayor of Zhangjiagang City witnessed the signing. A "Green Light Channel" company has the full faith of the Customs Department in terms of the companys ability to manage the raw materials import process by virtue of having adequate control systems in place and, as such, does not need to have every import transaction reviewed, checked and approved by the authorities. "We are honored to be the first company in Jiangsu Province to be granted the Green Light Channel status by the Customs Department," said McIlvenny. "This is a significant recognition of the integrity of Dows people, systems and work processes in China. Well continue to uphold such high standards and work diligently with the Customs Department to ensure a smooth implementation of the new procedures." The project specified under the MOU encompasses three major raw materials Styrene, Butadiene, and Liquid Epoxy.
