Dow to Expand Latex Production in Zhangjiagang, China

Hong Kong - May 25, 2004

Dow Latex, the latex business of The Dow Chemical Company today announced plans to add a second styrene/butadiene latex train in its production site in Zhangjiagang, China, to better meet the growing customer needs in the Greater China region. Dow is a leading global provider of latex products and services to paper and carpet industries.

The newest of Dow’s 19 latex plants worldwide, the company’s latex plant in Zhangjiagang was built in 2002 to meet growing domestic demand, and was designed to allow for rapid expansion. “China is the world’s most significant growth market for paper,” says Brett Simpson, the newly appointed Pacific commercial director for Dow Latex. “This plan for expansion – which comes only two years after the plant startup - demonstrates our commitment to China and to supporting its industrial development, and in particular, its rapidly growing coated paper industry.”

Simpson adds, “China’s paper coating industry has grown very rapidly over the last 10 years and the country remains a large net importer of coated paper. Dow, as the world’s leading supplier of high technology latex, is also participating in this growth. As a responsible supplier, we are committed to sharing our expertise in coated paper with our customers and to aid in the transfer of technology to the China paper industry.” The new latex train is expected to start in the second half of 2005.

Prior to being appointed Pacific commercial director for Dow Latex earlier this year, Simpson served as global product director for Engineering Plastics in Dow’s office in Horgen, Switzerland. He will relocate to Shanghai in his new capacity.
