Gibbs-Foster Assumes Public Affairs Leader Role for Texas Operations

Gina Gibbs-Foster has taken the helm of the Public Affairs department at Dow’s Texas Operations. She replaces Jan Huisman who recently transferred with Dow to Horgen, Switzerland. Gibbs-Foster will provide strategic public affairs counsel to the Texas Operations Site Leadership Team and will represent Dow in state and local board positions.
Gibbs-Foster will be responsible for strengthening Dow’s stakeholder relationships in Texas by leading the state’s Public Affairs team in the development and implementation of strategies, programs and plans in support of Dow’s corporate strategy. Her role encompasses all Dow sites located in Texas.
Her most recent role for Dow was as business Public Affairs leader for Energy and Olefins. In addition to providing business communications support to Dow’s Energy and Olefins businesses, she has led internal and external communications associated with U.S. energy policy, energy efficiency and alternative energy opportunities.
Gibbs-Foster joined Dow in 1995 in the company’s Communicator Development Program, completing rotational assignments in Michigan Division Public Affairs and Corporate Employee Communications. In 1996 she relocated to Horgen to assume the role of employee communications specialist for Switzerland, the Middle East, Africa and Eastern Europe.
She subsequently assumed Marketing Communications responsibility for Performance Chemicals in Europe. In 1999, Gibbs-Foster returned to Midland, MI to serve as Global Marketing Communications manager for several Performance Chemicals businesses. She relocated to Washington, DC in 2002 to assume the role of Communications manager for Dow Federal & State Government Affairs. She relocated to Houston to assume her most current role in Hydrocarbons and Energy in 2004.
Gibbs-Foster earned a Bachelor of Science degree in Journalism from Northwestern University in Evanston, IL. Since then, she has held a number of local board positions with the Public Relations Society of America, served as an adult literacy tutor for The Literacy Council, and served as Treasurer for the Women in Government Relations Leader Foundation.
She and her husband, Walter, will relocate to the Brazosport area early this year. Walter is also employed by The Dow Chemical Company as a chemical engineer, working in Site Logistics in Freeport. He is a former member of the Michigan Army National Guard and a veteran of Operation Enduring Freedom.
