There are signs, which if reported, can allow for inspection and repair of pipeline damage before a dangerous situation can occur.  It is very important that you stay aware of any unusual signs and call us immediately if you suspect a pipeline needs attention.

  Important Pipeline Safety Tips

  1. Before you dig, drill blast near a pipeline, call to get the exact location.  Let us show you where our pipeline runs.

  2. Using a pipeline finder, we can locate the line and determine the depth without disturbing the earth.

  3. Never try to locate a pipeline with a backhoe, bulldozer, hole auger, pick or any other piece of equipment.  These are dangerous substitutes for a pipeline finder.

Preventing leaks and damage to our pipelines will ensure continuous safe operation.  Your help will be greatly appreciated.  Even though Dow Gulf Coast Pipelines are patrolled, we need you to stay aware of them and alert us if you plan to work nearby or if you suspect a problem.

Working together, we can avoid taking unnecessary risk.  A ruptured pipeline can cause a series of dangerous events…. Like a row of falling dominoes.  Even seemingly minor damage to a pipeline must be called in to the owner immediately.  A gouge, scrape, dent, crease or other damage to the pipe or the coating may one day result in a break or leak.  It’s very important that we evaluate the situation and repair any damage to our pipeline as quickly as possible.

Pipelines are marked by the following:

  1. Warning Signs
  2. Patrol Pilot Markers
  3. Casing Vents
  4. Painted Wood or Metal Post
  5. Property Deed Records

Pipeline markers locate the buried pipeline only in the immediate vicinity of the marker.  For safety’s sake, Call the One Call Center (Texas-1-800-545-6005,  Louisiana – 1-800-272-3020).  They will notify our company and we will send a representative to show you the exact location, route, and depth of our pipeline.

  Recognizing an Unplanned Release

Three ways to tell: sight; sound; smell
  1. SIGHT - You can usually detect some gaseous and most liquid leaks or releases visually.  A dense white cloud originating near a pipeline can be the result of a leak.  If liquid were escaping, a pool of the product would appear on the ground over the pipeline or as a mist shooting out of the ground.  Flames can occur if a release has somehow been ignited.
  2. SOUND – You cannot always see that there is a pipeline leak.  Dow Gulf Coast Pipelines carry a variety of products some of which may not be detected by sight should a leak occur.  However, hearing a hissing or roaring sound can identify a release depending on the size.
  3. SMELL – Product escaping from a pipeline can sometimes be detected by a gas or “smelly oil” odor.

NEVER approach a suspected leak to investigate.  It is always safest to call if you have any reason to suspect a leak.  Remember sight, sound and smells are three ways to tell.

UNPLANNED RELEASE PROCEDURE

In the event of a suspected leak, the following safety precautions should be taken:

  1. To avoid igniting any releasing product, eliminate all possible sources of ignitions.  Do not smoke – put out cigarettes.  Do not turn on motors or engines, do not turn on electrical switches, and extinguish any open flames.
  2. Product leaking from a pipeline can create a fog or vapor cloud.  If you can see the vapor cloud moving toward you, move out of its path upwind or in a crosswind direction.
  3. Notify the Dow pipeline owner immediately if you cannot identify the pipeline owner; call your local police, sheriff or state police department.  Advise them of the location and nature of the problem.

Dow Gulf Coast Pipeline is working with your local protection agencies and public officials to continue our outstanding safety record.  By staying aware that pipelines are near your home and at work, you can assist us in keeping our communities safe.  The immediate notification of any known or suspected pipeline damage or leak is critical to minimize any potential problems.

ACCIDENT PROCEDURE

If a pipeline break or leak is suspected:

  1. Abandon Equipment, shut off engines, DO NOT start an engine, including vehicles
  2. Leave the Area Quickly – upwind or crosswind
  3. Warn Others
  4. Seek the Aid of Local Authorities
  5. Notify the Pipeline Owners

From the moment a break or leak happens, the actions you take can determine the severity of the accident.  Stay aware, pipelines are there at home and at work.

At Dow, protecting people and the environment is part of everything we do and every decision we make. Each employee has a responsibility to ensure that our products and operations meet applicable government or Dow standards - whichever is more stringent.

Our goal is to eliminate all injuries, prevent adverse environmental and health impacts, reduce wastes and emissions and promote resource conservation at every stage of the life cycle of our products. We will report our progress and be responsive to the public.

The Dow Gulf Coast Pipeline Department operates over 3000 miles of cross-country pipelines. These pipelines run through our communities – where we work, live and play. The most important aspect of operating our pipelines is to keep them safe, environmentally friendly, and invisible to you, our neighbors and friends.

To accomplish this, we have a comprehensive Integrity Management Program which goes above and beyond the requirements of Federal and State pipeline safety regulations. We inspect all our pipeline systems, not just the minimum required segments, on a recurring basis. When areas of concern are found, we promptly repair them.

Our pipeline safety reviews include looking at all aspects of operation, maintenance, and inspection results. This integrated approach helps us identify and fix problems now in order to prevent possible future failures. Our goal is to completely eliminate all pipeline leaks by staying ahead of problems, rather than merely reacting to them after they occur.

Everyone, from Dow workers, to landowners, to members of the community at large, who find themselves near a Dow pipeline can feel secure knowing that our pipelines are in good condition and safe from failure.

The security requirements include those prescribed by:
  1. Lock & Key management policy
  2. Security fencing and gates
  3. Alarm Systems at identified remote locations
  4. Monitoring homeland security
    Where and when appropriate – provide security guards.
  5. Monitoring pipeline pressure 24 hrs. a day

  Right of Way Department

Dow’s Gulf Coast Pipeline Right of Way Department works with landowners and tenants across Texas and Louisiana to insure the safe operation and maintenance of its pipelines. This is accomplished by negotiating with landowners to acquire and maintain easements, leases and permits for the right to install, operate and maintain pipelines and associated facilities. Our priority is to be a good neighbor and to co-exist with other non-conflicting uses of the property.

Texas law now requires that any construction or excavation in pipeline right of ways be performed under a written agreement with the pipeline operator. Please contact Dow Pipeline Right of Way Department well in advance of any such planned construction to insure that your project proceeds in a safe and timely manner.
