Interim Response Activities Work Plan
West Michigan Park

Background

The Interim Response Activities (IRAs) outlined in this document addresses the initial work to be taken in West Michigan Park in Saginaw Township, Saginaw County.  The actions outlined in this document were developed, and will be implemented, in cooperation with park officials and the MDEQ.

The Park

West Michigan Park is in Saginaw Township between Michigan Avenue and the Tittabawassee River. The park is approximately 18 acres in size and includes a large expanse of open grass, a soccer field, picnic areas, play equipment, a fishing dock platform and river access.  The riverbank is relatively steep and has sparse vegetation.

Completed Interim Response Activities (Hand Wash Station)

A portable hand-washing station has been installed in West Michigan Park to reduce the potential for exposure.  Wash water comes from the City of Saginaw’s water supply; used water is removed and discarded at the County water treatment facility. Signs posted at the hand washing stations read: For hand washing only. Not for drinking. Not for fish cleaning. Hand washing is recommended to remove soil and sediment.

Additional Planned IRA Measures

Based on discussions with Saginaw Township officials, the following actions will be undertaken to reduce potential exposure to soil and sediment:

  • The boat launch area will have additional stone placed to minimize erosionand cover exposed soils;
  • Park access near wash station/rest room will have stone placed over exposed soils;
  • Trees sloping toward river along bank will be trimmed or removed to prevent bank damage:
  • Grassy areas throughout the park will be fertilized to enhance grass growth;
  • Sand will be added to children’s play areas to ensure soil coverage.

Park officials expect that these items will be completed as soon as possible, and preferably before winter.   Dow will reimburse the Township for costs incurred.
