Michigan Operations Hazardous Waste Management Facility Operating License

Midland, MI - June 12, 2003

Dow’s Michigan Operations Hazardous Waste Management Facility Operating License was issued by the Michigan Department of Environmental Quality (MDEQ) on June 12, 2003 and will be effective until June 12, 2013. The license will be subject to a review by the MDEQ director by June 12, 2008.

The 83-page license governs the storage of hazardous wastes in containers, tanks and surface impoundments and treatment of hazardous wastes in tank and surface impoundments and the operation of the new 32 kiln (called the 32 incinerator in the license). The license also governs the closure (decommissioning) and post closure care of certain hazardous waste management units and addresses both on-site and off-site corrective action.

There are 12 parts to the license:
Standard Conditions; General Operating Conditions; Container Storage Conditions; Tank System Storage and Treatment Conditions; Incinerator Container Storage Conditions; Incinerator Tank System Storage Conditions; Incinerator Treatment Conditions; Surface Impoundment Storage and Treatment Conditions; Post Closure Care Conditions for Closed Units; Environmental Monitoring Conditions; Corrective Action Conditions and Schedules of Compliance.

Dow’s Michigan Operations facility has operated under the authority of RCRA (Resource Conservation and Recovery Act) and RCRA licenses since the inception of RCRA’s hazardous waste management program in 1980.
