ULTRA-PC Amino Alcohols From ANGUS Comply With China Cosmetics Directive

Efficient neutralizers meet restrictions on purity, secondary amine and nitrosamine content for personal care

Shanghai, China - July 02, 2007

The ULTRA™ PC range of globally-compliant amino alcohols from ANGUS Chemical Company (“ANGUS”) meets new product safety requirements set by the Ministry of Health (MOH) of the People’s Republic of China in its Hygienic Standards for Cosmetics (2007 version), effective July 1.   The ULTRA PC products do not require costly formulation changes for personal care and cosmetics formulators and are readily available so customers in China can be fully prepared upon implementation of the new restrictions.

“ANGUS is pleased to be able to continue to service its customers in China with the most efficient neutralizing amines that have the added benefit of compliance with the country’s current personal care and cosmetics regulations,” said Vincent Zeng, regional commercial manager, ANGUS Chemical Company Greater China.  “The ULTRA PC range is the result of capital investments in a proven manufacturing process that helps us solve the challenges presented to our customers around the globe by providing quality chemicals that meet industry standards and are easy to incorporate into existing formulations.”

Introduced in Europe in 2004 and in Asia this year to help customers comply with the standards of the European Cosmetics Directive 76/768/EEC, the ULTRA PC portfolio is also compliant with the restrictions set forth by the newly introduced Hygienic Standards for Cosmetics (2007 version) in mainland China as well as the upcoming ASEAN Cosmetic Directive, effective January 2008.   The portfolio includes buffers and neutralizing amines, such as AMP-ULTRA™ PC neutralizing amine and TRIS AMINO™ ULTRA PC buffer, for use in a wide range of personal care and cosmetics products.  Both products provide performance advantages and benefits as neutralizing agents, offering excellent color stability and primary amine functionality.  In addition, AMPD ULTRA™ PC serves as a drop-in equivalent to AMPD™ neutralizing amine and offers effective buffering and color stability, making it the optimal neutralizer for eye care products.

ANGUS guarantees compliance through its sales specification and certificate of analysis, which indicates that products have been tested for purity, secondary amine and nitrosamine content.

To better service its Chinese customer base, the business offers local implementation and one-on-one support for customers in the Greater China region at its Shanghai customer application center. Additionally, a customer application center will also open in Guangzhou in 2008.  The customer application centers will house a fully equipped, state-of-the-art laboratory that is appropriate for the ANGUS products applications in the region, including patented TAUNOVATESM high throughput microbial testing and challenge testing capabilities as well as dedicated technical sales representatives and customer application specialists and technologists.

As the original industry source for nitroparaffins, ANGUS Chemical Company continues to develop and deliver distinct nitroalkane-based chemistries for customers in applications as diverse as paints and coatings, metalworking fluids, water treatment, biological buffers, solvents and thinners, wood adhesives, pharmaceutical and agricultural intermediates.
